This is really close to being accurate. The rescuer did the “old way” of feeling up the ribs to where they meet the breastbone (sternum). He did that properly, but then he placed his hands in the wrong spot. They are just a bit too low on the chest, definitely compressing on the xiphoid process, which you want to avoid during CPR because you risk an injury to the diaphragm and/or liver (and rarely, the stomach and/or spleen).
